Fulham and Hammersmith council have confirmed they received an application from the Premier League champions
Chelsea have submitted a planning application to the council for the construction of a new 60,000-seater Stamford Bridge stadium.
The application includes plans to demolish the current 41,600-seater stadium and build the new arena in the same spot.
The plan for the stadium will allow current season ticket holders to retain their seat in the stadium for when the new arena is built.
Included in the application are plans to build a club shop, museum and a separate restaurant/cafe zone.
Comments on the plan will be received by Fulham and Hammersmith council up until 8 January 2016.
If Chelsea are given the go ahead by the council to build the stadium, construction could begin as early as May 2016, with the club vacating the premises at the end of the 2016-17 season.
They are currently locked in negotiations to use Wembley Stadium for home matches for three seasons from the 2017-18 campaign onwards.
Spurs also want to use the national stadium while White Hart Lane is being redeveloped, though they will only require a stadium switch for one season - also the 2017-18 one.
Chelsea are, however, reluctant to groundshare with their London rivals.
The 60,000-seater Stamford Bridge should be ready for the club to return to in 2020 if all goes as planned.
