Payet, who only joined the Hammers last summer, has scored seven goals and provided six assists in the top flight since his move from Marseille.
His scintillating performances helped him to pip Ozil, Willian, Harry Kane and Odion Ighalo to the coveted prize for 2015/16 at the annual London Football Awards.
Payet's fine form was rewarded with a new contract last month, penning a deal until 2021 worth £125,000-a-week.
Ozil, meanwhile, is still on course for breaking the all-time assists record in a single Premier League season. He is closing in on Thierry Henry's total of 20.
But his performances were not enough to convince the judging panel.
Elsewhere, Tottenham boss Mauricio Pochettino was presented with a the Manager of the Year gong, ahead of Arsene Wenger, Slaven Bilic and Quique Sanchez Flores.
Pochettino has led an unexpected title charge from Spurs this year as his side sit just three points off table-toppers Leicester with 10 games remaining.
The Women's Player of the Year was claimed by Eniola Aluko of Chelsea, who triumphed over Katie Chapman, Fran Kirby, Casey Stoney and Leah Williamson.
Chelsea captain John Terry , who is expected to leave Stamford Bridge at the end of the season, was also given an honorary award during the evening.
The 35-year-old was presented with the Outstanding Contribution to London Football award after serving with Chelsea and England since 1998.
Terry's future in the game remains undecided but reports last week insisted that he was ready to snub a big money move from the Chinese Super League in favour of playing in the MLS or Qatar.
The former England captain has been out of action for the past three weeks with injury problems but is poised to return when Chelsea host Stoke this weekend.
